The facility owner, the one charged with animal cruelty, Thomas and his cronies at the agencies worked together to derive stories from the situation such as the target was responsible for the entire confiscation when the only ones she had there were several foxes. False accusations of starvation and the like were made behind the back of the target so she couldn’t confront the accusers and assert the truth of the matter. Although the suspicions of the DEC officer onsite the night of the raid may have been in honest error, the way Powell picked up the details of the event and manipulated them was, and still is, criminal.
