It's more than just being out of touch with the average citizen. Snobbery has resulted in an all-out exclusivity in which individuals are hand-picked in order to be included in the activities of a department which swore to uphold the law, regulate the natural resources justly and be available for every New Yorker. Public service agencies are not just for people who help the staff with their personal and political agendas. Needlesstosay, ....
THE DEPARTMENT HAS FAILED MISERABLY ! ! !
Another area of real concern when discussing the Ivory Tower is the CYA mentality of the Department, especially that of the attorneys. Instead of fielding complaints and taking care of them or sending them along to another appropriate contact for resolution, the attorneys just cover up any wrongdoing committed by a staff member. For instance, when the SLU misrepresents a law, the GC will change their interpretation of the law to match the SLU's contrived interpretation or the attorney will tell you to go back to the SLU and ask them. The latter makes no sense as the SLU is the department which misrepresented the law in the first place. This is how distrust for and resentment of the Department is fueled among those whom the department licenses as well as unlicensed members of the public.
