NOTICES TO CEASE & DESIST
Joseph Therrien - Director, Special Licenses Unit of the New York State Department of
Environmental Conservation;
Lt. William Powell - Lieutenant, Division of Law Enforcement of the New York State
Department of Environmental Conservation;
Both Therrien and Powell are guilty of misconduct consisting of false accusations, abuse of process, violation of constitutional right of due process, undue influence on federal, state and local employees and authorities as well as members of hte public, invasion of privacy, falsification of records, intentionally giving false accounts of events, failure to conduct good-faith investigations, abuse of state resources, interference with Leo v Thomas case, misrepresenting laws, regulations and licensing facts, double standards in treatment of licensees and defamation by way of slander and libel. Both have also colluded with another licensee covertly and served as accessories for theft, fraud and a host of other offenses as well as civil violations. Both staffers should be terminated from employment in their current public service positions as well as being barred from ever serving in public service agencies again.
